CONSULTING PHASES FOR PROJECTS:
Phase 1: Establish the Design Basis
The first task is to understand how the organization works - and what are the unique requirements of groups within the organization (for example, in a hotel there are accounting departments, food an liquor storage and distribution, housekeeping, transportation, computer center, etc). We would form a working group with representatives of each area to gather their input.
The next task would be to determine the threats facing the organization (area crime trends, employee theft/ violence, etc) and what are their current vulnerabilities. This would also involve a review of current systems, security policy and procedures, use of guard forces, etc.
Phase II: Conceptual Design
In this phase we translate the "Design Basis" into a design that will reduce their vulnerabilities to an acceptable level - striking a balance between security and operational requirements. Too little security exposes the organization to threats while too much security may not be acceptable to clients or employees.
Phase III: Detailed Design
Once the conceptual design has been reviewed and approved, the process of producing a detailed design (drawings and specifications) begins. This is further broken down into 30%, 60% and 100% submittal. This is done to allow the working groups and the organization's IT dept to provide their input and to request minor changes at each stage. Major changes after the 30% require a change order, and additional fees to be paid. This is done to accommodate the unending addition of items to the customer's wish list.
The final product consists of a construction bid package which includes contractor qualifications, detailed drawings and written pecifications which can then be put out to bid.
Phase IV: Bid Review
This is broken down into two parts: review of contractor qualifications to determine who is qualified to bid and review of the actual bid submittal. As part of the bid process, the consultant may conduct a project walk-through and pre-bid meeting to address questions submitted by prospective contractors.
Phase V: Construction Quality Oversight
The consultant will attend construction meeting and, periodically, review work in progress to insure compliance with the bid documents. At the end of the construction the consultant shall perform a "final acceptance test: to insure that all systems are functioning according to specifications.
